Private individuals who participate in conspiracy as co-principals. with public officials or employees shall be subject to same penal liabilities as the Public O/E and shall be tried jointly with them . accomplices or accessories. Any violation proven in a proper administrative proceeding shall be sufficient cause for removal or dismissal of a Public O/E 3.PENALTIES 2.
