Governmentâs best estimate of resources (WYE and skill mix) to perform the current SOW Grass roots estimate, not budgetary 14 15 Best Estimated Quantity (BEQ) What is the BEQ? The BEQ is the Governmentâs best estimate for the quantity of IDIQ (WYE and skill mix) that may be ordered on a task order. For evaluation purposes of proposed IDIQ rates, the labor resources are provided for the first year by Standard Labor Category (SLC) The labor resources provided are straight-lined for the 8 years of the base contract and options The IDIQ Travel Cost of $250,000 is straight-lined for the 8 years of the base contract and options 15 16 Workbook Templates *Completion Form Workbook Templates Labor Pricing Template (LPT) Overtime Pricing Template (OPT) Major Subcontractor Cost Summary Template (MSCST) Prime Cost Summary Template (PCST) *Not required of Minor Subcontractors (Annual contract value below $5M) 16 TRST (Completion Form) â The TRST is very important because it functions as a link between the Technical Volume and the Cost Volume. The TRST summarizes all proposed labor resources for CY 1-10, which should also be reflected on the Completion Form Cost Templates. In other words, the resources that is proposed on the TRST is what should reconcile and be costed out on the Completion Form cost templates. LPT - A separate LPT template is required from the prime and all proposed major subcontractors. This template serves to identify all compensated (straight time) productive hours and costs. OPT - A separate template is required of the prime and all proposed major subcontractors. This template is required for all compensated overtime hours. [Note; any proposed uncompensated overtime must be addressed in accordance with FAR Clause 52.237-10] The steps for completing this template are similar to the steps for completing the LPT. SCST - This template serves as a summary of the proposed labor hours, cost, and fee by contract period. A separate template is required of each major subcontractor. PCST - This template serves as a summary of the proposed labor hours, cost, and fee by contract period and is required of the prime only.
