Dhakir Christians, a community worker of Bellville South, is now calling on the com- munity to help curb these acts of illegal dumping. “The community’s assistance is essential to catching and deterring illegal dumpers,” he says. Christians says it is the unlawful disposal of old appliances, furniture, as well as gen- eral household, commercial and industrial wastes in places other than permitted facili- ties such as landfills and transfer stations. “Dumpers usually dump their garbage on vacant lots, along utility right-of-ways, on public and private lands, and at other nor- mally unattended locations,” he says, add- ing that “the evil” is also taking place on the play parks. “Dumpers should know that these illegal dumps diminish the quality of our lives and the surrounding area. Illegal dumping can threaten human health, those of our pets and the environment,” he says. Christians adds that dumps canpollute lo- cal waterways and groundwater, and most importantly, cause injury to children play- ing in or around the dumps. “If anyone observes someone illegally dumping anything, please write down the date, time and location of incident, descrip- tion of the vehicle and licence plate number, description of person(s) dumping, what items or materials were being dumped and if at all possible, take a photo as well, he says. With adequate information the City can pursue prosecution. “Let’s stand together for a clean and safe community,” Christians says. Call on locals to catch dumpers ASTRID FEBRUARIE Bishop Lavis police are investigating two cases of attemptedmurder after a 16-year- old boy was shot in the face and a 14-year- old boy stabbed. Captain Marie Louw, spokesperson of Bishop Lavis police, says these incidents are cause for great concern as both vic- tims are young and the perpetrators of the crime are youngsters as well. “We urge parents to get more involved in their children’s lives, to monitor their activities and behaviour and to take ac- tion where necessary to ensure the safety of their children,” she says. In the most recent incident the 16-year- old boy from Bonteheuwel was badly wounded in the face after being shot by an unknown man. The incident occurred on Saturday 9 April at about 20:20. “According to witnesses the boy was standing in Jasmine Street in Bonte- heuwelwhen theunknownman fired sev- eral shots at himandhe sustainedabullet wound to the face,” Louw says. The motive for the shooting is un- known at this stage, however police are investigating whether it is gang related. “We haven’t made any arrests yet, but a case of attempted murder has been opened. We urge anyone with informa- tion to come forward or to call the police station. All informationwill be treated as highly confidential.” In the case of the 14-year-old boy police arrested an 18-year-old man who is a known Terrible Joster gangster. Louw says the incident occurred at 12:00 at Modderdam High School. “The suspect according to witnesses jumped the school wall and attacked the victim who was later rushed to hospital where his wounds were treated,” she says. Louw says police are investigating a case of attempted murder. Two teenagers wounded Delft police are investigating the murder of an unknown man who was found with a gunshot wound to his face and wounds to his left leg. Police are urging the public to come for- wardwith any information about themur- der and the identify of the victim. Delft police spokesperson Captain Joe Wilson says themurder occurred on Satur- day 9 April at about 01:30. “Police responded to a report of amurder and recovered the lifeless body of the man estimated to be between 20 and 24 years old,” he says. According to the investigating officer, Detective Warrant Officer Pypie Petersen, the deceased is slender built, weighs be- tween 50 to 55 kilograms and is 1.65 metres tall. This is according to Sadia Agulhus who raised her concerns during a walk- about with Western Cape Minister of Community Safety, Dan Plato, in Bonte- heuwel yesterday. About 60 people gathered along the walkabout to listen to the minister who addressed residents about the ongoing gang violence and drug distribution and abuse in the community. Agulhus informed Plato that residents cannot evenwalk towork anymorewith- out the risk of being robbed, while learners are also targeted. “Working people are being held up and stripped of their possessions and when we call the police to assist we wait for hours for them to respond. We cannot continue to live like this,” she says. Agulhus says the crime was not as bad as it is now and now that more gangs are being formed they seenoend to the crime and the drug abuse and sale thereof in the community. “Sometimes they fight and shoot at each other and we don’t know where they get these guns from. That is one of our biggest concerns – the guns. Who gives it to them? Where do they get it from?” she asks. Agulhus further says that police need to play their part too in fighting crime, but when they are called out they are slow to respond. “Should someone first die before they come out? I pay tax and I feel that I do not get the service delivery from the po- lice as I should. We need them as much as they need us in this fight and we urge them to take our concerns seriously,” she adds. Plato says he is perturbed by the situa- tion inBonteheuwel andhopes to find so- lutions by working and communicating with residents. “I am currently visiting all gangster and violence stricken areas and Bonte- heuwel forms part of it. We cannot leave the violence for the community to deal with alone – we need to assist them as much as we possibly can,” he says. Plato is also concerned about the lack of reports on the CCTV cameras as these cameras have been placed strategically in crime hotspot areas. “The community is floodedwithCCTV cameras, yet there are no reports of the cameras picking up on gang violence. I am calling on theMetro and national po- lice to answer to this as I want to know what the issue is,” he says. He further explains that the CCTV cameras play a very important role in de- terring crime, but also in capturing evi- dence and in some cases have assisted police in apprehending suspects in com- munities where similar cameras are in- stalled. “We have the resources right here yet crime remains high in Bonte- heuwel. Something must be wrong and something needs to be done to establish where the problem lies,” Plato says. Plato further says those responsible for the violence are in the minority and need to be contained as the majority of those living in the community are law abiding citizens. “Our aim is to not only take on the mi- nority that contribute to crime, but to see the gang leaders brought to book,” he says. Jeandre Strauss (24) says he cannot stress the importance more for the need for another neighbourhood watch in the community. “It is important tome because not only arehousesbeingbroken into; schoolkids are also being robbed of their posses- sions during the day. It frustrates me that during the day we are not even safe in our own area. Safety for all is one of my main concerns,” he says. Strauss says although he is not cur- rently involved in any crime prevention organisations at this stage, he is trying to garner the support from the communi- ty to form one. Getting started “The idea is still fresh and needs prop- er planning. As I am working, it makes giving my full attention to this idea a bit difficult, however this will not stop me fromhelpingmy idea tomanifest,” he ex- plains. Establishing another neighbourhood watch would mean that more feet will be on the ground andmore eyes and ears on the road. Strauss has had two requests already to get together anddiscuss starting anor- ganisation.He is sure that the two people who are also interested have the same problem with crime as he does or might have been affected by crime or knowpeo- ple who have been. “My main aim and ultimate goal is to get the community safe and for crime to decrease dramatically. My main focus areas are the neighbourhood itself and also the subway at the train station,” he says. How difficult can it be? Strauss makes use of the train station and still has towalk homewhile its dark, and so domany others living in the same area. “I cannot understand how difficult it could possibly be for protection services to just patrol the subway until the last train departs at night and for commuters to walk home safely,” he stresses. Strauss has had the idea of starting a neighbourhood watch for some time al- ready but does donot have the resources, equipment or even the correct contact people to speak to, and hopes to get the support he needs. Do something about it “It is pointless for people to complain until they are blue in the face. If they want change, they should do something about it. If we have everyone rooting for one idea, we could bring change, our communities would be safer, our homes will be safer while we are at work and people could walk around without hav- ing to look over their shoulders all the time,” he says. According to Warrant Officer Dean New- man, he and colleague Constable Jonathan Kriel were called out to attend a robbery complaint in Bothasig. When they got to the scene they interviewed the two complain- ants who indicated that they had been robbed in an alley near Vryburger Avenue. According to them they were walking when they were approached by an unknown man who asked them for a cigarette. When they indicated that they could not help him, he threatened them and forced them into an alley where two other men assisted in rob- bing them from their cellphones, clothing and wine. When they gave a description of the sus- pects, the policemen could not believe their luck as they remembered that they had passed people who fitted the description on the way to attend to the complaint. One of themwas seen running across an open field. After completing the docket they went back to the areawhere theyhad seen the sus- pects and found two of them. The two 18-year-old suspects, who were later identified by the complainants, were arrested and detained. They appeared in the Goodwood court. The installation of the equipment and upgrade forms part of the City of Cape Town’s non-motorised transport (NMT) projects which were identified in 2010. AboutR31m is being spent on this park and others in the community as well as the upgrade of Kasselsvlei Road, Peter Barlow Road and the sidewalks. Ward councillor Mercia Kleinsmith says as a strategic investment plan she aims to invest, maintain, repair and up- grade the parks and roads to keep the ex- isting systems, services and infrastruc- ture oi good working order. “I have set aside R140 000 of the ward allocation for the installation of a fence at Frank Louw Avenue Park which is al- ready completed. The fence will ensure that less vandalism occurs and that ille- gal dumping can be deterred,” she says. Once completed, the park will be open at 05:30 and closed at 20:00 by two resi- dents who have agreed to take turns in ensuring the facility is secure. Kleinsmith further says the equip- ment forms part of the transport depart- ment’s budget. The department will in- stall gym equipment, the groundswill be tarred, new seating installed, the skate park will be restored and games will be painted on the grounds. “We want to make it as user friendly as possible so that everyone in the com- munity and visitors to the area can enjoy the space as it is there for them to make use of,” Kleinsmith says. She also spent about R200 000 on Lorna Play park in Glenhaven which was iden- tified as a World Design Capital Project. “We also spent about R100 000 on the play park in Industry Street and fenced the park as well and the residents there too have taken responsibility of opening and locking the gates to the park.” Kleinsmith adds that the upgrade of parks enhance the community and it is safe for children to play and for parents to sit and keep a watchful eye. “In future I will upgrade more parks fromward allocation andhope that these facilities will be used daily by the com- munity,” she says. This is to help property owners to assess the proposed change on the rates portion of their municipal bill as part of the general valuation process for 2015, the City says. The City recently tabled its draft budget for the 2016/2017 financial year. This year however, due to the latest gener- al valuation, the proposed cent-in-the-rand on which the proposed rates increases are calculated, has also been tabled. TheCity is nowproposing that the cent-in- the-rand reduces by 7% for residential prop- erties. This is largely due to the total value of the latest general valuation that has gone up sig- nificantly, City bosses explain. “Although there is still a valuation objec- tion process under way and the final value could be somewhat lower, on the residential side we have essentially seen a growth of ap- proximately 18% since the last valuation in 2012,” says deputy mayor Ian Neilson. “In addition, theCity’s latest general valu- ation shows that the total valuation of all rateable properties has increased from R911 billion in 2012, toR1156 billion in 2015,which is an important reason for the decrease in the rate-in-the-rand or the rates portion of a municipal bill.” He says the City sets a budget that is need- ed from rates income for essential services such as fire and disaster risk services, street lights and traffic lights which benefit all res- idents but which do not generate an income. “The total value of all properties within the municipal boundary, according to the valuation roll, is then used to calculate what portion of a cent out of the rand value of the property is needed to achieve the set budget needed from the rates income. If property values increase, the cent tariff will de- crease,” says Neilson. He adds that property valuations are therefore not done to chase a surplus or to make money out of ratepayers. “The budget needed for these municipal services is carefully calculated and property rates contribute to this budget,” Neilson says. The objection process for the latest gener- al valuation is still under way and if a prop- erty owner disputes the valuation of their property, a well motivated objection may be submitted to the City valuer by no later than 29 April. In this objection, the property ownermust showwhy themarket valuation is incorrect.
